According to the BBC, Arsenal are yet to reach an agreement to sign Lucas Torreira and negotiations will move forward only after Uruguay’s World Cup campaign.
On the contrary, some of the reports in Italy claim that Torreira’s move to Arsenal is done and dusted only with official announcement to be made. Many even claimed that Lucas Torreira will undergo a medical at Uruguay’s camp in Russia though Arsenal will make thee final decision only post World Cup.

According to reports by BBC, Arsenal do not have any agreement with Sampdoria as well as Lucas has not yet agreed on personal terms. The Gunners will be ‘hopeful’ that the deal could be finalised with Sampdoria rather then exploring an alternative.
At the moment Lucas Torreira is preparing with Uruguay for their last-16 tie against Portugal.
